A Germanwatch pre-sessional briefing on the AC ́S third meeting (18th to 20th of June, 2013)
The Adaptation Committee is the UNFCCC´s key adaptation body aiming to increase the coherence and promote coordination on matters related to adaptation. At its third meeting (18 to 20 June, 2013) the AC has to deal with a number of agenda items. This briefing paper provides background to the issues discussed, mostly based on the Secretariat´s preparatory documents, but with additional analyses and comments provided by Germanwatch.

What is the appetite for earmarking within specific EU member states?
The European Union Emission Trading Scheme (EU ETS) is facing serious problems. Clear decisions are necessary to ensure that the EU ETS will realise its double potential during the third EU ETS period as a key instrument for reducing emissions and generating revenues for national and international climate action.The paper will shed light on the potential of the EU ETS as a finance instrument. And it will “reactivate” the question regarding earmarking the EU ETS revenues.

Report on the 20th meeting of the Adaptation Fund Board
The Adaptation Fund (AF) was established under the Kyoto Protocol of the UN Framework Convention on Climate Change (UNFCCC) in order to finance concrete adaptation projects and programmes in developing countries affected by the global climate change. This report summarizes the key decisions taken during the 20th meeting (April 4-5, 2013) of the Adaptation Fund Board (AFB).

Within the framework of the CorA-Netzwerk für Unternehmensverantwortung (CorA Network for Corporate Accountability) and the Forum Menschenrechte (German Human Rights Forum) Germanwatch together with 28 organisations drafted their expectations from the German Government and the German Bundestag to elaborate an Action Plan for Business and Human Rights.

Results of recent surveys concerning the impact of the EU emissions trading system on companies
This compilation of survey results shows how much companies involved in the EU emissions trading system (EU ETS) expect the EU to reform the ailing carbon market – by implementing the backloading proposal of the European Commission as a first step. Respondents are confident that the EU will adopt a 30% emissions reduction target for 2020 as a corner stone of further ETS reform.

Discussing Human Development Requirements for Future Large-Scale Renewable Energy projects in the MENA region
This paper is based on the inputs given by different civil society actors during the workshop “Energy transition in a changing Arab World? Discussing human development requirements for future large scale RE projects in the MENA region” at the World Social Forum in Tunis in 2013. Based on the questions that arose during the workshop it must be stated, that low levels of civil society participation, information and transparency within the realization and communication of Desertec are still causing many question marks, concerns and doubts among the civil society in the Southern Mediterranean.
