What is the Missing Ingredient?

The German Agriculture and Food Strategy for Africa 2025

Cover policy brief

In January 2025, the German Federal Ministry of Food and Agriculture (BMEL) introduced a new strategy for co-operation with African regions and countries. This updated concept emphasises empowerment, partnerships, and agroecology while seeking to reduce dependencies and promote mutual benefits.

In this policy brief, we critically assess the strategy’s strengths and identify areas for improvement, focusing on key issues such as climate change, hunger, trade structures, technology, and stakeholder participation. Our insights are aimed at German and African policymakers, agricultural practitioners, trade experts, and civil society actors engaged in food sovereignty and sustainable agriculture.
