German–Pakistani Partnership on Climate Resilience
Pakistan ranks among the countries most vulnerable to climate change, particularly in its agriculture and water resources sectors. This makes Pakistan an important partner in German climate co-operation. In this policy brief, we examine Pakistan's vulnerability, its national climate policies and their implementation challenges. We also review Germany's climate initiatives within Pakistan and anticipate potential challenges in their bilateral climate co-operation.
Finally, we propose several recommendations for strengthening the German–Pakistani Climate Resilience Partnership:
- Ensuring the partnership's sustainability against potential reductions in German climate and development funding.
- Expanding and expediting German-led climate initiatives in Pakistan.
- Integrating German support within ongoing Pakistan-led initiatives to align with the broader developmental goals and foster local ownership.
- Focusing German co-operation on strategic investments that enhance resilience and sustainability in Pakistan's crucial agricultural and water sectors.
- Emphasising participatory methods to achieve enduring climate resilience.
