Assessment of the EU Commission’s Proposal on an EU ETS for buildings & road transport (EU ETS 2)
In July 2021, the European Commission proposed introducing an emissions trading system for transport and buildings. Does the proposal meet the requirements of effective climate action and social compatibility? Where should improvements be made? These questions are answered by the study “Criteria for an effective and socially just EU ETS 2 – Assessment of the EU Commission’s Proposal on an EU ETS for buildings & road transport (EU ETS 2)”, which was prepared by the Forum Ökologisch-Soziale Marktwirtschaft and the Forschungsstätte der Evangelischen Studiengemeinschaft on behalf of Germanwatch, Klima-Allianz Deutschland, WWF Deutschland and CAN Europe.

In Brazil, a railway project threatens to overrun the environment and the rights of indigenous peoples.
A thousand kilometer railway line is intended to make industrial soy production in Brazil cheaper and increase exports. As the second largest buyer of Brazilian soy, the European Union is already partly responsible for the social and ecological damage caused by soy production and for the expansion of cattle pastures in forest areas. Brazil's indigenous population are resisting the construction, pointing to the disregard of their rights and the threat to the climate and biodiversity.

How the 2021 European Year of Rail can support the European Green Deal and a sustainable recovery

The European Union has set itself the target to become climate neutral by 2050. Rail could play a key role in the future transport system because it is clean, safe and reliable, and it could become a symbol for the European Green Deal. A strengthened European rail system could (1) better connect people and businesses in Europe, (2) reduce transport emissions by creating alternative options to road transport and aviation, and (3) give a green boost to the European economy post-Covid-19.

New ranking of 58 countries with the highest emissions published today: None of the countries surveyed are on a path compatible with the Paris Agreement goals / Emissions are decreasing in more than half of the countries analyzed / USA is at the bottom of the ranking

The Climate Change Performance Index (CCPI) 2021 published today paints a mixed picture of progress by the European Union (EU) on climate action. While the Scandinavian EU countries, Portugal and the EU as a whole rank high on the index with relatively good indicators, Hungary, Poland and the Czech Republic stand out as outliers on climate progress within the bloc. In the overall ranking, the EU has improved from the 22nd place last year to the 16th place this year, almost exclusively thanks to a much better rated climate policy. The CCPI analyzes and compares climate protection across 57 countries (plus EU as a whole) with the highest emissions, which together account for 90 percent of global emissions.

To become climate neutral by 2050 at the latest, the European Union needs to reduce transport emissions by 90%. Rail as one of the cleanest modes of transport can play a key role here. On 21 September 2020, Germany as the EU Council Presidency is convening a Ministerial conference on rail transport. NGOs from Germany, Poland, France, Spain and Brussels are calling on EU transport ministers to initiatie a European Rail Renaissance. This would be a win for economic recovery, European cohesion and the climate. The declaration asks for concrete measures to make rail cross-border rail transport in Europe more attractive.

The EU energy system is still far from being climate neutral or based on 100 % renewable energies. The currently discussed revision of the guidelines for the Trans-European Networks for Energy (TEN-E), which provide the basis for the selection of the so-called Projects of Common Interests (PCIs), has the potential to set a new course.

Ab nächstem Jahr soll die Verordnung zur verantwortungsvollen Beschaffung von Zinn, Wolfram, Tantal und Gold (3TG) aus Konfliktregionen in der EU in Kraft treten. Die meisten EU-Staaten sind derzeit daher mit der Ausarbeitung entsprechender Umsetzungsgesetze beauftragt. Die ersten Entwürfe, darunter auch aus Deutschland, sorgen nun allerdings für massive Kritik seitens europäischer Entwicklungs- und Menschenrechtsorganisationen, darunter auch Germanwatch. Die vorliegende Stellungnahme wurde von Nichtregierungsorganisationen aus ganz Europa unterzeichnet.

The European Union has taken a positive, but half-hearted, step towards cleaning up Europe’s trade in minerals. EU legislators concluded their negotiations on a new law on so-called ‘conflict minerals’—a Regulation which is meant to ensure that minerals entering the EU do not finance conflict or human rights violations. Certain EU companies will, for the first time, be legally required to take responsibility for their mineral supply chains and to take steps to prevent their trade being linked to conflict or human rights abuses. However, a string of concessions and last-minute loopholes could undermine the Regulation’s impact, as they exempt a large number of companies from the law.
