The EU implemented a Cap and Trade
System as its central climate instrument. Such an Emissions Trading System
sets a clear CO2 price signal for industry - if well implemented. Barack
Obama has announced to introduce a Cap and Trade System in the US. But
parts of industry in the EU and the US fight for many loopholes in the
system which would undermine its efficiency.

are a powerful tool for the rapid increase of energy efficiency. This shows
the top runner programme in Japan, where the most efficient product sets
the standard for all other products of its class. Other producers have
to follow. This leads to a competition determined by energy efficiency.
